A tick is 100 nanoseconds — there are 10,000 ticks in a millisecond and 10,000,000 in a second. DateTime.Ticks counts ticks since 00:00:00.0000000 on 1 January 0001 (the proleptic Gregorian calendar). A present-day value has 18 digits, e.g. 638702784000000000.

DateTime.UtcNow.Ticks is UTC; DateTime.Now.Ticks is your machine's local wall-clock time, which is offset from UTC by your time zone. This converter assumes ticks are UTC — if your value came from DateTime.Now, the result is shifted by that machine's UTC offset.
